Well, there aren't any rules that explicitly prevent you from doing so, however nothing forces them to follow your rules in the end, other than the fact you can easily remove them for next time if they violate them. I have a feeling it'll take a lot of effort on your side to find out who entered before or after a giveaway reached 5 entries, though.

Would it work if I only whitelisted them on the last day and then remove them from my whitelist afterwards?

Sure, but you might as well use the existing 5-entries-thread for that purpose, stating there that they need to qualify for your less-than-100 rule. :)
Still, be aware that they will be able to enter ALL your ongoing whitelist giveaways at that point, and you can't prevent that other than removing them for next time.

Ok, so if you plan on collecting games but only have a very low amount of games (less than 100) on your account than I'm interested in whitelisting you. I'll make a bunch of giveaways and if you notice ON THE LAST DAY that it doesn't reach the required 5 entries then you're allowed to join.
If this is against any rules please understand I didn't mean to and if you let me know I'll remove this. I read the rules and couldn't find anything against it.
