I'm not surpruised seeing as it is a EA game (they bought Popcap for those not yet aware) and EA usually does things in US but not for the rest of the wolrd, like the numerous Origin offers.

Where were those rest-of-world deals exacly? I'm in Germany and the best EA deal was like 50% off Fifa09. Okay Also EA's loves to overprice with their 1$=1€ shit, so it isn't a deal at all.
Simple example at their mainpage: Dead Space is 2,49€ at Steams sale and 4,99€ at Origins sale. Now tell me that this is a good deal.

It's an American company, and 90%+ of its profits are American. Come on, it makes perfect sense.
This is the same reason Amazon and Valve hold US-only promotions all the time too -- Americans have high incomes, low taxes, and there are 300m of them. It makes sense to appeal to them if you're running a company, since you kinda want their loyalty and ultimately their money.
And anyways, there are lots of promotions in other countries. It's just not as big of a priority if your country doesn't have as many people or as much expendable income.

Giving products away, at least for major corporations, has legal implications. It's easier to just hold these types of promotions by country (or state) rather than in multiple countries for the sake of it. Also, it's sponsored by the American Dental Association, so...
If you look at the TOS, it has special info for people in California for this very reason, but it's not like they could reasonably exclude the US's biggest state and run a serious promotion.
