It seems like the dlc allows you use ingame items earlier. So not really a cosmetic item, but nothing what would make game signitifivaly better. Definetely has no story dlc signs on page.

The game is battlefield 4, I enjoy the FPS games.
I already have battlefield 3, and it is perfect for me.

The Summer Sale is expected to start on June 24.
So if you are planning to buy it during summer sale you can just wait and do not need to bother them with a refund.
