The man winned my two gifts but his profile is private so that I can't sure if he has already got the game before. I have connected his email but without any reply. Can I request a new winner or I must wait 7 days then request a new winner?
Or how to directly connect him? I find him active everyday in the site.
PS: I have sent a friend request to him but without any reply...

First, remove the profile link, its calling out.

Send them a friend request, and ask to see their profile before you send the win. You can't request a reroll without waiting 7 days without being able to contact them, or having a good reason for it.

Add the user as a friend. After he accepts your friend request, use Steam's direct gifting system to check if he owns the game.

Well, first, remove his name, its against the rules to call out.

Secondly, you can't reroll based on that, but you can add him on steam and ask him to make his profile public or friend only so you could check if he has the game i guess

Thirdly, activate your won games before you start calling out users for having private profiles

Also steamgifts requires you to sync your profile every week and doesn't allow you to enter for games you already own so unless he bought them the last 7 days chances are he doesn't own them.

But that doesn't always work that way.

Fallout 3 someone can enter for if they already have the GOTY version for example.

Also, most people (like me) like to check for activating previous wins.

Add them on Steam and speak with them. Ask him/her to let you view their profile before handing over the gift. No reasonable person will refuse this request.

As others suggested, if the winner doesn't respond within 7 days, you can then request a new one. You cannot request a new winner due to them having a private profile.
