After marking my giveaway gift of Tiny Bridge: Ratventure as received, user PROgamerRUS contacted me on Steam to tell me he won 2 copies of this game, and wanted to return my sent gift and that I should "reroll" the giveaway. After checking my gift history, I found he already redeemed the gift I sent on Oct. 10. I told him this, and that he is not able to return my gift to me, nor am I able to re-gift it. He then claimed he had the gift I sent in his inventory but had activated the second giveaway gift he won.

Despite my suspicions after seeing that his Steamgifts profile has been permanently suspended (presumably because of the multiple wins for the same game?), I gave him my e-mail address to return the gift. The gift e-mail he sent from Steam was in Russian (his Steam location is Russia) and I have not tried adding it to my inventory yet. My concern is that this is the region-restricted (to RU-CIS) second giveaway gift he won from user app2me (which he claims he activated), in which case, if I were to have another winner chosen for my ended giveaway who was not in the RU-CIS territories, that they would not be able to redeem it. I have read that there are regional restrictions with Steam games from the RU-CIS (largely because of exchange rates that make it possible to buy or gift games for cheaper than other regions).

So, what should I do? Should I ignore his gift along with his request to "reroll" the giveaway? I've never had something like this happen before.

Postscript: After adding the gift to my inventory, I determined (thanks to the helpful comments below!) that it wasn't region restricted and was able to reroll the giveaway to choose a new winner.

Don't worry about it, he's gone permanently now. Damn, support be lightning fast.

EDIT: nvm, I misread. I think, what may have happened, is that he is trying to reverse his perm supension by "returning" his multiwin
(i.e. buying a copy in his region and giving it back to you).
If you are sure that the copy you gave him was ROW, just send it back, and say the copy I gave you was ROW, I cannot ask for a reroll since this is not what I gave you.

EDIT2: I would send it back regardless. Guy is shady as hell, doubt he will be returning...

Regarding multiple wins of the same title: Many users, including myself, enter multiple giveaways of the same game in the hope of maximizing our chances of winning said game. Isn't Steamgifts' random winner-picking system smart enough not to pick the same winner for the same game within a short span of time? I guess I don't understand how it could be his fault (unless he cheated somehow) that he won 2 copies of the same game, and that it should result in a permanent suspension seems a tad harsh (I'm not absolving him of any wrongdoing, real or perceived). That said, I'm still not going to "reroll" the giveaway, as it seems he did redeem the gift I sent, and I don't want to disappoint a "new" winner with a potentially region-restricted gift they're unable to use!

It IS his fault because he didn't ask for a reroll the moment he won the second one.
He should NOT receive the second gift and directly ask for a reroll.

Plus, he had a previous offense of THREE wins of the same game, I think that is what did him in.

p.s. return that region-restricted gift to him.

I didn't realize he was a repeat offender. You're right: he won 3 copies of Metro 2033! I hadn't checked back that far on his wins. Thanks so much for pointing that out. He should've asked for a reroll after winning those duplicates, so I agree he is at fault, and it certainly looks like a deliberate pattern of behavior. I haven't yet added his "gift" to my inventory, and I already own the game. I do need to add it to my inventory in order to "gift" it back to him, correct?

No, it's not lighting fast. If he had been banned half a year ago, when I reported him for the tons of rules broken, then this had not happen.
I read and understood it's not calling out as far as it's already demonstrated and judged. Else I'm editing /deleting this message.

EDIT: my ticket was closed a month ago, so perhaps this and what he has been doing since the ticket has been the trigger.

I remember this guy winning one of my giveaways not long ago. I checked his profile, noticed various infractions and asked for a reroll. Which was approved and much to my surprise I found the guy permabanned. I guess it had summed up.

I don't think the email language indicates if the game will be region locked or not. I've won games from Turkish and Korean users where the gift-mails I received where in Turkish and Korean, but the games where ROW version I could activate without a problem.

If possible you can check the gift in his inventory. It will indicate any region locks.

Usually there is a warning (in red letters) on the gift. Like, "This game can be activated only in these countries: [the list of countries]"
In the inventory it would be marked with a red exclamation mark.

Check on steam received gifts, before accepting. Well my experience of one case, it showed AFTER accepting it, when activating. But if you accept and send to inventory, you can see it there.

Ok thanks, I'll suggest to him that he contact support. I didn't see a red ! in the e-mail, but I'm not planning to do anything with the gift as things now stand.

Click to accept. It will then pop up a screen (either in browser or Steam client) that asks whether you want to activate or stow in your inventory. It is on this screen that you'll see the red box if there are region restrictions.

You should just accept the returned gift to your inventory, where you can check whether it's ROW or RU+CIS. If it's the latter, you can now report him with evidence, as well as send the faulty gift back to him so your conscience is clear.
IMO the guy makes a fair case. It would be pointless for him, being able to activate RU gifts, to attempt to use your ROW key and send a less valuable gift back. You can also see the item in his inventory up until you claim it, and verify it this way. No matter how 'shady' he seems, it seems to me you're basing your judgement on suspicions which you could easily confirm or deny by simply adding that gift to your inventory.

Thanks for pointing that out. Up till now I was just checking to see whether the winner already owned the game. Now I'll be checking for any past duplicate wins as well. I'm still fairly new to giveaways but am learning quickly. ;)

you can use ATD tool. but most don't have duplicates so it's easy.
and for not activated wins? they are only relevant for the last month, so it's easy to check

Unactivated wins that are older than 1 month are still relevant if the user wasn't suspended for them yet. Just ask for a new winner with "Other" as the reason, and write more details in the ticket.

And if the user was suspended you can still ask them to activate their games before you deliver your key. They may refuse and mark as Not Received, but this will put the spotlight on them, not only on the creator. I've blacklisted several winners of other people's giveaways by checking their rap-sheet at sgtools.info.

You do get the reroll if the user wasn't suspended. Speaking from experience.

As for the Not Received, sometime you have to take one for the team ;-)

Lately I checked winner of my GA and he didn't activate one of his wins. Afterwards he won 2 or 3 games (2 of them from people I recognise from the forum). I thought that my reroll won't be approved (already served suspension) but I told myself "whatever". I sent ticket and it was approved :D

So not that many people check winners.

If support can see that someome was already suspended for not activating game or multiple wins why not try to add some kind of notification when trying to write reroll ticket? Like you choose "request new winner", reason: not activating / regifting and if they already served suspension for some game it will say "user already served suspension for x". It would lower (most probably) enormous number of useless reroll tickets AND it woudn't work as some kind of shame box / mark on profile - you'd have to put an effort into checking if someone broke the rules without easy way to see this info directly on profile.

I'm against big, visible mark on the profile which states "MSKOTOR didn't activate Fallout 5 won on 12.02.2017 and she already served suspension on 30.04.2017. Pray for her sinful soul". But I'd be ok with this info being displayed when some user would try to create 50th support ticket because of this reason xD Because he already (after checking) know that I did something wrong.

But I don't think it will ever look like this :D

You can make it optional and let the user select what state they want their profile to be:

  • Clean. If they have un-activated games, they need to activate them to get this state.
  • Marked as previously suspended for un-activated games (specify date and number of pending games)
  • Suspended.

Without such a mark, asking for a reroll is normally a huge waste of time for both giveaway creators and SG support:

So even information about past GAs and ability to manually compare someone games on steam profile is kind of shaming. Even more - amazing knsys site should be illegal, it makes it so much easier :D And I don't find this info about already being suspended in this form as shaming, more like tip "Yeah you checked theirs steam profile and you know that this user did something wrong. But you don't have to fill in report bc he already was punished".

And yeah. Well I don't know about other languages, but in polish we state gender using verbs. That's why I don't like english, here even "I used to open SG every day" give you infor about speaker gender xD

Whitelisted for wisdom. For some reason it never occurred to me to ask such winners to activate recent games. I put the bar higher, perhaps too high.

Sorry Retrogamer that this happend to you. I recently had a winner with 4 (four) the same game wins and atleast one non activation (my gift).
When his suspension ended he did a non bundled giveaway...
How strange. :-)
