Not sure why you think so but as long as there are more entries than copies in a multi-copy giveaway a winner can be rerolled. I had this case a few times in the past where 1-2 winner already owned the game and were rerolled by support. And if there is no one left to re-roll a single winner can also be deleted from the giveaway.

Interesting and good to know! Sorry about the wrong information, I had based it off a series of comments where one fellow who tried contacting support got told more or less what I said after it was found that the winner could not redeem due to regional restrictions. I probably either misunderstood the explanation or didn't realize the info had changed. Either way, thanks for clarifying!

In the case of regional restriction support usually denies a reroll request because the new winner could have the same problem. In such cases it's preferred to delete the giveaway or in the case of a multi-copy giveaway delete the winners with regional problems.

Just want to add in that if this concerns a giveaway with multiple winners, you cannot do a reroll for just the people who refuse to accept your invite and thus the prize (or at least, that's what I recall). Wrong info. Still, it's possible to contact them via steamgifts if they've made giveaways before and they're more likely to respond positively if so. Try commenting on their created giveaways to get their attention. Alternatively, you can reply to their comments about the situation. If they still refuse to reply and accept your invite within a week, feel free to inform the mods about the situation. You should be fine at that point, you did everything you could and anything beyond that is more due to the limitations of this website.

I don't see why the creator should have to chase the winner to that extent. If the winner has blacklisted the creator, the creator should just submit a ticket for a re-roll.

leave a comment on the finished GA that the other person has made, and see their response.
(If there is no response for a few days, continue.) (1week)
Leave a screenshot of their friend request on Steam.
Take a screenshot of your friend's blocked status.
submit a support ticket and request a re-roll.
Please attach a screenshot of the area where the problem is occurring.
support will contact the winner or send a friend request on your behalf on Steam.
If support can't help, we'll have to re-roll.
The conversation will go more smoothly if all of those things are generally easy to understand.
