Someone won my giveaway, never claimed the gift (which as stated in the giveaway details was emailed to the address provided), now it's marked as "not received" and I'm at 88%..

Did you try to contact the winner through Steam? He can still mark it as received if you can deliver the game, maybe it just went to spam and he forgot to check it.

If he emailed a key, don't think Support will approve unless winner acknowledges it hasn't been used and agrees to a re-roll.

I don't know about this case but, always send gifts via Steam, or if you send an e-mail, make sure to send one without the game first so you know that he will answer you. (I ALWAYS send games through Steam (chat if it is a key))
