it's not really a forum-specific bit of etiquette, it's that all-caps in writing indicates shouting; as with the spoken word, shouting at people is generally expected to have some urgent purpose behind it, if the shouter doesn't want it to be interpreted as rude. However, given that we are on a forum, an all-caps title kinda clutters up the reading flow of the forum thread list, which is the real reason I thought to bring it up.
In any case, I'll still gladly enter for any Season Passes, even with the chance of them being revoked- that said, as with the Civilization VI price glitch, this is the kind of thing that can shut down a site, and that's the real concern here (rather than SG users' giveaway entry habits). SG staff'll adjust Fallout prices if they deem it necessary, and people'll still enter for it if they want the game, either way. There's really not much that knowing that the game was given away for free will change for SG users (outside of alerting them to a potential lowering of the game's trading value), at least now that the glitch appears to have been resolved.
As such, there's not really a sense of urgency- though, if you'd titled the topic "[FREE] Fallout 4 (Price Glitch)", all caps may have been warranted (so long as the glitch was still active)- though generally just capping "Free" does the trick much better than all-capsing the entire topic does.

Still, I think the people who aren't aware that price glitches are risky, aren't the users who'd likely be browsing the forum in the first place :P
You'd probably be better off going with what you indicated your initial approach was, in contacting GA creators directly. In the meantime, just making a 'Free' thread would be enough to inform users of the nature of the issue, and to inform staff that they should keep tabs on the matter.
Likewise, while I'm not certain, I think staff makes deletion allowances for mass revocations, so there may not actually be as much risk to GA creators as one'd otherwise expect (though certainly, it's not something people should be doing while there's revocation risk, regardless).
Though, your point actually seems to be directed toward users who are buying keys second-hand (ie, from grey market sites), and that's certainly something to highlight (but wasn't wasn't initially clear that you were focusing on).

The thread is useful, there's no reason to delete it.
And in case you didn't click to what I was getting at, I was never upset with you or trying to indicate you were doing something wrong, I was just trying to point out that the caps weren't necessary. There's nothing to be sorry about.
In any case, no: I believe only super-moderators and above can delete threads. You can, however, Close it by clicking the green Open in the top right (which, again, isn't called for)- or, if it bothers you, just edit out all mention of the caps and have me do the same. ~.^
