Do you actively add leechers or people you think are bots to your blacklist?
I don't blacklist leechers nor botters. Even if I don't like them there's just too many and BL is limited just to 1000 spots. Also As much as I don't like them they are not breakig the rules. I'm keeping my BL reserved to rule-breakers or ppl who are plain-offensive in the community, for example on forums.

I've never used a bot. For anything. Nor have I bothered to blacklist anyone for using a bot. I have neither the time nor the energy to waste on that.

I don't see the point. I always add a level requirement to my GAs which automatically filters them out, simples!

Here's what I do: I usually ask people to refrain from adding comments that consist of no more than "thanks" or similar, telling them in advance that I'll blacklist for that. Personally, I find those comments boring, spamful and in most cases not even genuine. Instead I tendto give them a task, like providing some fact about their country, add a joke .. something like that. That way, it's very pretty easy to see who's read the description and who hasn't. Personally I don't care about leechers so much, some people just can't give away as much as others, some don't have anything to give away at all. I don't have a big problem with that, as the odds of getting stuff are quite small anyway.
What I really do find interesting though, that the ones who, despite my description, add some bot-style "tnx" aren't always people who never gave back anything to the community, there are just as many high level folks who gave and received a lot of stuff ... so contrary to previous statemants in this thread, I suspect, that even people with level 3+ profiles, tend to use auto-entries to increase their chances. I find that way more disturbing than a few leechers.

My giveaway ratio to my win ratio isnt impressive either but i do have blacklisted a few people wich havent activated all their wins and re given all of them away to gain cv :( [3-4 people thusfar] but number keeps growing it seems alrdy found another [lvl 2] today ><

I blacklist only those who violate the rules of steamgifts (double accounts, not activating games, fake giveaways, etc), and, rarely, those who blacklist me. I don't really care about people not giving away anything - I can use level restricted giveaways. I don't really care about bots - because I have no way to be sure, and witch hunt is not a good thing to do. And, I don't like people who does not read description of the giveaway, but I believe it's not a reason to blacklist.

I just wanted to see everyone's thoughts on this topic. I've been going through some of the bigger public giveaways and adding anyone that fits the profile of:
A.) Have been here a long time and have contributed nothing or next to nothing to the community
B.) 20,000 comments to the tune of "thx"
C.) People that obviously don't read the description of the giveaway.
Edit: Thanks for all the feedback ladies and germs. I realize now that this is pretty petty and that level restricting should take care of most of this. I'll still try to keep an eye out for abusers though... ;)
