They backdate the bundle list games to when it was first made available.

That game was added to the list of exploited games, due to regional pricing compared to USD it was over 95% off.

From December 1st, 2013, 79 rubles at Russian store: http://www.steamprices.com/ru/sub/28637/serious-sam-3-bfe-gold
That's about $2.37 or 95.2% off compared to $49.99 US price.

No, not a mistake.
It's the russian price compared to the US.

Actually that isnt hard, its more annoying if you give away a non-bundled game, winner received and marked it and than this game appears in a bundle and get marked retroactively bundled and you loose CV, cause the day counts bundled not the specific hour the game released in the bundle.

It's not bundles. You are confusing things. Bundle games will get less CV count when the game gets bundled. Previous giveaways of that game will get full CV. This game and a few others however had huge price reduction (like 95%+ off). That's is why the CV amount was reduced. It was back dated to the first time the game got that high discount. So you will only get less CV is you buy a game when it is 95% or more off. Not many games fall in the category and people who buy large amounts of those games are effectively trying to abuse CV.

Definitely wrong my friend, the day counts..so yes you can get less CV for a non-bundled game, even if it marked as received, happend to me once with CK II.
Edit: Let me explain you:

I was talking about more than a day. Only games that are considered exploited will have the CV reduction back dated, from the first time it was discounted. Also, I'm pretty sure they said if a giveaway is already made before they put the game on the bundles list, they would not be affected, maybe they changed it after that but even so, games would have to be given out the same day as a bundle with that game to be affected by CV reduction. And what are the chances of you buying a game and it being bundles a few hours later. It's low I would say.
tl;dr

It was added retroactively

Nobody reacts well to a decrease in their circumference (penile).
Don't worry though - size isn't everything :)

It's not when it's added to the list that matters, it's when it goes on sale at the exploitable price.

before 2 weeks i made a giveaway for 3 copies of "Serious Sam 3 BFE Gold" and at that time it didn't have (*) that tells me i'll not get full Cp for it.
according to : http://www.steamgifts.com/forum/vUnIE/important-updates-to-contributor-values-and-bundle-games
i should get full Cp because i made the giveaway before the reduction
so is it a mistake or they changed the rules ?
