Hey now, petitions got Dark Souls ported to PC. Sure it was unoptimized, but patches fixed that super fast, plus they're using PC as their main platform when creating Dark Souls 2. I'd definitely call that a win.

We selected these initial titles on three factors; 1. Do we feel the PC market can support this game? 2. is the port likely to be economical? 3. Do we feel we are asking for too much at once?
Maybe they should make statements instead of putting down questions.
Or is the petition creator unsure why he made those choices? :3

What does "Do we feel the PC market can support this game?" even mean? If it's asking whether it'd be popular, wouldn't that tie into "Is the port likely to be economical?"?
Bayonetta has sold 2m, Vanquish sold 940k and Virtua Fighter 5 sold around 1.5m in total across all versions. They're all older games and likely would be priced at $19.99 or less.

anyway, as far as I know, the description of a change.org petition can be changed anytime.

Those picked out those titles for the petition by asking themselves those questions.
Basically they looked at a title and asked.
Can the PC markets support the game. (as in enough people to buy it to make it worth the money to port). If yes, it makes it to the next question. Also if there are already lots of games just like it the chances of people buying it because its different go down.
Is the port likely to be economical. (how much is it going to cost to port it) (Note this would logically be the first question thought about, maybe right after what games are popular but are not on PC) Course this is one of the biggest unknowns to people who have not worked on games in general or the titles specifically. How much it will cost to port depends on a number of things. How easy is the code to convert? How large is the code? How many people worked on the game originally? Does the game depend on anything like a console specific item or access to a console specific server or what ever.
Are we asking for too much at once? (maybe 7 games is too much to ask to be ported, lets try 3 or 4 and see where that gets us.)
So asking those questions of themselves is how they narrowed it down to those specific titles and they wanted people to know how they picked those specific titles.

Bayonetta is from Platinum Games. Platinum Games are making Bayonetta 2 right now and I don't think they have any time for a Bayonetta port.

A port is not necessarily done by the "original" studio ;) All Capcom PC games are made by a small east-european studio specialized in PC porting for example. But let's face it, SEGA didn't even want to give money for Bayonetta 2, I think they don't give a shit about the first Bayonetta and Vanquish, unfortunately...

A sequel is not necessarily done by the "original studio". Not all of Capcom's PC ports are done by different studios.
Platinum Games recently did Metal Gear Rising: Revengeance which was on console and PC. It wasn't a crappy port, so it would be logical if they were responsible for porting their own games to PC.
I'd probably do some research before trying to sound smart in the future.

By "original studio", I mean the studio who did all the art, gameplay and such of one particular game. For example, Ninja Theory made DmC and QLOQ ported it to PC (cf. News section of their website). QLOQ is specialized in PC ports and doesn't make games by his own. Ok, all PC games from Capcom aren't made by QLOQ, it must depend of the game but they ported more than one.
On other hand, even the PS3 version of Bayonetta wasn't made by Platinum Games but it was so badly done (SEGA...), they jumped in to save the day.

Bring me a proper PC port of Skies of Arcadia and we'll talk. Played the game on both the Dreamcast and Gamecube, and would play it again on the PC. (Emulators aren't quite there yet for this to be enjoyable.)

Are you serious??? Sega only bought Atlus (not to be confused with Atlus USA who is only a publisher) a few months ago! Even though Persona is popular, Atlus didn't have the money to re-tool the entire game for PC. Yes, I would love Persona on PC, but we would have to wait a while and maybe Persona 6 on PS4 will get ported because it has similar architecture as a PC.
Honestly, I don't believe this petition will do anything for the niche games. We all know that Japanese developers have shown that they are reluctant to release niche games on PC because of rampant piracy, lack of knowledge of the PC market and their core audience is mainly on consoles. With the advent of Steam, it is looking like they are finally accepting it. So it will be a while before we can expect big jrpgs to come to Steam. Trails in the Sky FC & SC is coming soon and will be amazing, but that is only because XSEED is taking control. Once Japanese devs develop their games with the PC in mind, along with their main release platform, we will finally see a consistent stream of Japanese games on Steam.
