I don't think so, I think it's kind of used for advertisement for GOG and of course as a a side effect for the mod itself, and the benefit that they will be able to host it on GOG.
Also it will work directly with the GOG version of Fallout 4 without Downgrader or anything like that required in Steam.

It's free to claim, you don't need anything else.
However, you do require Fallout 4 Complete/Game of the Year Edition on GoG or Steam in order to install and play it.

I'm guessings it's showing as "free until" because that's how their promo spots work, it will show free to grab games.
