for network storage any card will do, for media center you should find one that supports hardware video decoding but I think any PCI-ex can.
I use onboard graphic card for my media center and works just fine with XBMC/Kodi

No free/open ports? According to the specs on tiger for the intel DP45 mobo that mobo has 2 pciex16 slots, 2 pci-ex1 slots, and 3 pci slots.
If you are just planning to use the PC as a media box, a 20-50 dollar card will be doable if you dont plan to do anything crazy like >1080p

He is talking about ports for onboard graphics which that board doesn't have.

I have something like a 6 year old PC. The fan on the video card is completely toast, I think the ball bearings are completely out; It is so loud. The screws are too tight to get it off, and I think the card is not worth enough to by a part for it anyway.
I am hoping to turn this box into a network storage/media center box, and will be getting a new pc soon. Can I get a like a $20 video card that would work for that?
Intel DP45SG, PCI-Express.
