Borderlands 2 DLC zones level problem

So I have a problem on Borderlands 2 DLC, when started the game and was low level in my first Fast Travel I went to Oasis that is a DLC zone, this zone gave me a mission automatically for level 15 and all mobs are level 15, now I'm level 22 and the mobs and missions still in that level, I though they have to be always my level no? or I did it wrong by entering the zone at low level? and now I will only have Oasis on 15 level, someone know how can I fit Oasis to my current level now? and also another thing in Sanctuary, all stores sell level 18 items, I thoght they have to be my current level too, but they stopped after Santuary went to a different place, is this normal?

This is normal, the zones have mobs from lvl X to Y so they stay in this range lvl(the only difference i think is when you play on the playthrough 2.5(i dont know the exact name on border 2 but this was the name in borderlands 1), that is when you finish the True Vault Hunter mode, in the 2.5 mode all enemies will be at lvl 50).

What is 2.5 mode? ( because first game I played without DLCs and without completing 2nd playthrough) and so if I enter a DLC zone in X level this zone will be always this X level until I complete True Vault Hunter mode 2.5?

Sorry i wrote it wrong, after you complete the game for the first time you will unlock the True Vault Hunter mode, in this mode there will be more badasses enemies and new types of enemies. And with killing the warrior i will get the mission "You. Will. Die (Seriously.)." if you complete this mission all enemies will go up to lvl 50, not after completing the True Vault Hunter mode, besides after you complete it all quest will go to the lvl 50, so all the loots from quests will be on lvl 50.
About you question yes, and it will only be on lvl 50 after you complete "You. Will. Die (Seriously.)." that is killing Terramorphous

But if I complete this DLC missions in second playthrough before I'm level 50 and before I do this mission "You will die( seriously)", I couldn't repeat the missions from this DLC again at level 50 no? the DLCs mission from eahc zone can be completed once per playthrough?

Yes, they can be only completed once per playthrough, so it worths only leveling and doing the mission history on the True Vault Hunter, because after you kill The Warrior on the TVH mode, the missions will be on level 50 and so the weapons.

And about Sanctuary stores, items there have to fit my level? or I have to complete the game on Tru Vault Hunter mode?

About this I really dont know, because I only use weapons that I drop (in the first playthrough its better to do this, because the shops only have bad weapons, its rare to find a good one). But i think it dont fit on your level but on zone levels range, example: the zone "Random" have the range from 10-15 so the weapons will be on this range but in the other zone "SG" the range is 20-25 so there will be better weapons on the shops of this area than on the shops of "Random". (AS I SAID, I'm not certain of this but i think this is how it works.)
