People can't because Steamgifts can't see if someone owns the base game or not because the base game has Profile Features Limited just like you said in the title

Steamgifts requires a person to own the base game before they can enter the DLC giveaway. Because your game is "profile features limited", it does not exist in the game list on our steam profile. Until your game is reaching "legitimacy" on Steam (secret formula of Steam store purchases and customer playtime of your game) nobody can win a DLC giveaway here.
Similarly, even if someone owns your game, Steamgifts will allow them to enter a giveaway for the game because it cannot detect that they own the game.

No, we can't.
As stlpaul said SteamAPI does not report those games, so they are not added to users game list on SteamGifts. And SG does not know users own it:
- users who own base game can still enter giveaways for it
- it's not possible to enter in DLCs for such games
Even sole idea of manually adding games to user profiles makes me feel exhausted :P Just imagine how many trash games are added to Steam every day, and how many tickets about it we'd need to process.
Users who double check games they add to Steam can at least hide them here. So it's partial solution for re-rolls problem. We can't do anything about DLC, as it's not possible to manually adjust user owned games.
