how to create a giveaway for a game that isnt listed?

is there any way to create a giveaway when the game u want to give away isnt in the list of games when i enter the name of the game? want to give away minion masters to be specific but when i enter this game it isnt shown in the list, so i cant choose it, also its availabale at steam http://store.steampowered.com/app/489520/ . who can help me?

Minion Master has been given away for free in massive amounts so you can't give it away here.

Giving away free games:
From the Guidelines: (paragraph Giveaways)

Beta keys, guest passes, coupons, and free games should not be given away.

Please keep in mind that a free game means any game that has been available for free anywhere and does not refer only to games that are free on Steam directly.

If you want to give away games that you've aquired for free there are sites where you can do that for example the giveaway section on IndieGala.
