this was my first time creating a "gift" giveaway, generally i do keys. there was this message on the top"You're able to create up to 1 additional gift based on your giveaway feedback." what does this mean?

It means one of your 3 starting slots is currently in use and you apparently lost 1 due to deleting a GA so you can (currently) make 1 more until your other gib has been marked received.

You start out with 3 slots. Deleting a gib makes you lose 1 slot and you get 1 extra slot for every 3 gibs marked received. SteamGifts just calls them gifts there although it doesn't matter if the giveaway comes as a SteamGift or as a key ;)

Why is there a limit to the number of gifts I'm able to give away?

    We limit the number of gifts a user can create for security purposes, and to prevent a new user from potentially posting a large number of invalid gifts to the site. When you create giveaways and your gifts are received, this number will increase, and you'll be rewarded with the ability to create giveaways with a greater number of copies, or more simultaneous giveaways.

It means the number of giveaways you can create on this site, based on your received/not received feedback, previously deleted giveaways and such :)

For every 3 gifts succesfully delivered (marked as received) you earn an extra slot. Each slot is taken when your giveaway is created and returned when (if) your giveaway is succesfully marked as received.
If you ever run completely out of slots, you can make a support ticket for an extraordinary request.
You can also request support for more slots if you have a good reason, such as planning a large batch of giveaways at once.
