nowhere does it say that you can keep the game after the giveaway, so I assume that you wont be able to keep it... though free would be a much more fair price for it than anything else for such a short game

Valve did this before.
People were able to keep the game, there was no "expire".

The last time they did this in May of last year we were able to keep the full game. I bought it then, but didn't play it until last month. I had the entire game, the achievements, everything. I don't imagine why this would be any different.
Also, usually when valve does free trial games it'll show up in everyone's steam library automatically, and will say (there and on the game page) "Play free until [date]"

Seem Valve are doing some giveaway for Portal because of some educational scheme of somesort.
Anyways, if you head to the steam store, you can add Portal to your steam account for FREE!
I dont think it expires, its just the giveaway that "expires".
