You have to, he/she won it. They get what they won, if you don't you'll be forced to deal with a 'not received' mark on your profile. I personally don't care what you do, just prepare to deal with the consequences. Plus are you REALLY going to get all freaked out and nervous over giving a game you paid one damn dollar for?

Which you made pretty much using an exploit to get this bundle. Seriously. Shut up. Make this thread when you actually PAY your actual cash and have to give games to shitty people. I know I did.

Go eat a bagel. Plus bit-coin currency changes all the time, so he/she could've actually gotten it when it was at a dollar.

Others pretty much already answered your question: it's not a valid reason NOT to give the game to the winner if he is VAC banned.

If it bothers you that much, you can ask the mods to approve a special rule for your next giveaway.
Please note that only private GAs and GAs in private groups can have a special rule and that it's not 100% safe to say that you will get your rule approved by a mod.

Of course, if a "not-received" on your profile doesn't bother you, you could also decide not to deliver the game, but I wouldn't recommend that option.

Personally, I wouldnt give it. I value my own opinion and belief more than few letters on a profile. Its not like it means anything anyway.

Next time you make a giveaway and you don't want vac banned players entering your giveaway just make a private giveaway and ask support to approve your special rule then you can reroll based on the rule that was approved by support in your private giveaway.

I would just like to point that the VAC system is not infallible and has targeted innocent people before. As such it is not grounds to automatically deny a won gift.

He can be serial killer and you still have to give him the game, otherwise he'll mark it as not received.

U have made a giveaway to give a game, why isnt he eligible to have it? we are talking about doing a good deed and give a present not about having prejudices

prejudices? not like the guy's black or whatever. he got vac banned, thats down to actions not immutable traits. (its like when people bitch about not getting certain jobs(usually "face of the company" type roles) because they have tattoos and excessive facial piercings. they chose to look that way its not the same thing at all.) its like 90+ completely his fault as a consequence of his actions for whatever got him banned.(<100because sometimes its a false positive)
(besides anybody who judges you for a not received is being a massive hypocrite lol so do what you want)
if you can't judge people by their actions then what?

+1
Nobody forces people to use cheats...they make their own choice, so is it a behavior to reward? I don't think so. Honest people worth more to win something than cheaters. And for the HUGE number of false positive, isn't the guilty people say they're always innocent?

OP don't listen people saying you HAVE TO give something. It's your choice to use your money/gifts as you want. If you don't give the gift you'll have a non-received on your profile, wow I guess it will ruin your life forever.... Very big deal.

You kinda have to or it will say a non-recieved game on your profile. Just because he has a VAC ban dosen't mean dosen't mean that you can judge someone like that. Sometimes people just make tiny mistakes in their life and it leads to that; and like everything in this world, has flaws, so it might of just screwed up. Plus he has already payed for the consequences of his actions, why make the person suffer more? Remember that everyone in the world is human and we can only take so much.

you kinda have to, its not an acceptable reason to reroll on a public giveaway. next time do a group or private with the rule "no vac bans" contact support about setting that up.

The best thing you can probably do is contact the SG staff.
Ask them what you should do, and if there is enough reason to do so, they can reroll the winner for you.

They will not do a reroll no rules for public giveaways

almost no rules.
(the one that says the gifter can reroll if you own any fraction of a bundle/pack giveaway at all is implied always)
