You're setting the mark pretty low there. If you've been using Steam for more than a couple months, you'll have a library over $1k. Unless you never take any of the dozens of free games that are handed out all the time or have never bought at least one or two bundles.

I guess his point is to make sure its people who actually use Steam that enter his GAs. Though this is not enough for getting the leechers out. OP, if you read this, please add in a level requirement.
