Did you sync your account with steamgifts recently?
If not you should try to sync your account:
Account(0P)->Sync account.

I've had this problem with borderlands 2 free weekend
and steamgifts thought it was in my library.

When you buy the First Encounter, you get a large demo of the second. The demo included is just a little smaller than the real game. That is at least what my experience has been.

Was free weekend or something on steam with this game?
If yes and you played it, steam could show that you have this game for some time (could be even 2 weeks or so).
You have to wait and synchronize.

I have the opposite problem. I own and have played Serious Sam HD: The Second Encounter, but it even though it's in my library it doesn't appear on my games list or filter.

Whats funny about this, is I logged into an alternate account and it said that I had SS part 2 on that account as well. I couldn't understand it, I was able to load it up no problem, this was only like a week or so ago too.
