As far as I'm aware, you can't buy the 4-pack if you already own the game. I tried to, and it doesn't give me the option of choosing it as a gift.
"Your account already owns some of the above items, so you can’t purchase them again. You can purchase these items as a gift or adjust the contents of your cart to continue."

The way Multipacks work is that one copy of the game will be registered to your account. The rest will appear as extra copies in your Steam inventory and can be gifted freely to any of your friends❗. I don't think the 10% regional price difference rule matters in this case.

As noted in the first FAQ, you can't buy a multipack if you already own the game. To get around this, you can ask Steam Support to remove the game from your account. This will let you buy the pack which will restore your license and give you 3 extra copies for gifting.
As mentioned above, there should be no gifting restrictions for inventory gifts, but if you ever want to gift a game directly from the store, you can check regional prices on a game's steamdb page. In the case of Terraria, it's here. Make sure to change the currency to your local one.
❗I could be wrong. StrawberryCrisis mentions that the extra copy gifts might be region locked.

Excellent game for your first giveaway! I've spent thousands of hours playing it, nd still havnt bothered beating al of it yet. Then there's Calamity mod that turns it into a whole new game.

I want to create a giveaway where I gift a copy of a game to someone on Steam. From what I’ve read in other posts, I can only gift to countries where the game’s price is at most 10% higher than in my home country.
I’m from India, and I want to create a New Year giveaway for copies of Terraria. I absolutely love the game, have spent countless hours playing it, and would love to introduce others to it—it’s a lot of fun!
However, I have two questions I need help with:
I already own the game. If I buy the Terraria 4-pack (link: https://store.steampowered.com/app/105600/Terraria/), will I be able to gift all four copies to four different people? If so, that would allow me to create a 4-copy giveaway.
Regarding the gifting restrictions, how can I find a list of eligible countries where the price difference is within the 10% limit? I assume I’ll need to create a region-locked giveaway for these specific countries.
