Question about 95% discounts

Hi. another question to the community.
Faq said that the games with 95% discounts are counts as bundle games (15% from price). But i see some games that is 95% ant they are not in the bundle list. Or this rule doesen't work for the games witrh very short time discounts? (24 hours long). Or they will be added to the bundle list later, after the discount ends?
