Standard Edition is the paid "first expansion" or, more reasonably, the "base content" package.
Gold Edition is both of the expansions (or in more reasonable terms, base content + expansion content).
In short, with the Standard Edition you'll own everything except "Expansion Pass 2".

Sooth made a mistake.
in Hitman 2, the first map (Hawke's bay) is free and every other level is a DLC (but not buyable).
There is the standard edition with 6 levels (Miami, Santa Fortuna, Mumbai, Whittleton creek and Isle of Sgail)
there is the silver edition which is the standard edition + expansion pack 2 (The Bank + sniper map hantu port)
then there is the gold edition which is standard edition + expansion pack 1 + expansion pack 2 (Haven Island + sniper map siberian prison)
it seems IOI got rid of the silver edition. so only free, standard & gold exists now.

Hawke's Bay is free. Santa Fortuna and Himmelstein were part of the Santa Fortuna Pack, and it's my understanding that they're now free as well. The fact that they show up as such on Steam may simply be misleading, however (it's not as though you can individually purchase the ones with actual price tags anymore, either, afterall), so let me know if that's not the case.
As for the rest, you're right, I misassociated Standard and Silver (though I think you confused the number association with Silver), due to Silver having been removed. My apologies.
Also, while you noted all the mission areas for the expansion packs, they do appear to come with side content and cosmetics, as well:
Expansion Pack 1 - Hantu Port, New York, Special Assignments Pack 1, Winter Sports Pack
Expansion Pack 2 - Haven Island, Sibera, Special Assignments Pack 2, Smart Casual Pack
In any case, the Expansion Pass retails at $40,00, which is likely the most notable consideration for those looking at the Standard Edition.

It's no different from any episodic game where they sell episodes in stages then you get Title( 1-5) at the end, except Hitman wasn't very good at labeling all their "episodes" with numbers. Although Hitman 2 came out almost all the chapters at once, they seemed to have carried over the selling style from Hitman 1 (2016) which was actually released in separate episodes over time.
