well what i found out is that if u look at the persons report u may see they have been [temp] banned alrdy so that way u can close the ticket. saved me like a whole pages alrdy ;p

AFAIK, It would only be against the rules if you were still able to enter the giveaways but you already had the game... Although Steam Sync would probably fix that. While it would be wise, I don't think it would be sensible to punish someone for something they did on another website.

Its against the rules to regift a win from THIS site, not other sites. Reguardless of SC's ToS/Rules, they have no bearing on THIS site's enforcement of its own rules. IF the users who are regifting their wins from SC to SG move to regifting/not activating their wins from THIS site, then thats when THIS site's rules come into affect and said users should be punished. NOT before. What OP is asking is the equivalent of company A firing employees from company B for breaking A's rules.

If you win a game on SG or SC and give it away on the other one, you are only breaking the rules of the site where you won the game because you didn't activate your win, but on the site where you are regifting the win, you aren't breaking any rules.
And if you win a game on SG/SC then win it again on the other one before your account is sync, you'd probably be safe from a suspension, since the game would be in your library.
