Please help me find a game.

I played a game when i was little and i just can't remember what it's called, and tbh i can't even remember what console i played it on (i think it was the NES). I can only recall bits and pieces about it but i know you had a Slingshot and there was a man with a blue raincoat trying to catch you, the most satisfying thing was to shoot him over a hole when he jumped after you :D
Apart from that i remember the first few levels were underground then you went to an area with pipes (still underground), as far as enemies go all i remember are bats.

I hope someone can help me, i know this isn't much to go on T.T But hey, it's worth a shot :P
