I only have 350 bucks left and i already have ram, a hard drive, power supply, the os, an optical drive, mouse + keyboard, a monitor and even a controller.

Umm.. No? It simple is entirely inaccurate, regardless of your OS. Also, Vista has a worse performance on games than XP does, and takes way more resources as an OS alone, too. I also don't understand how your comment is relevant.

It is. My old computer never met the recommended requirements on anything because they were not using Vista when it was the latest and greatest. It is arbitrary for what it did.

Your Power supply unit won't be able to power all your components when under full load I'm afraid.
The cpu uses 100W and the Graphics card uses 150W. Next to that you want at least 50W extra for the rest
of your system (RAM, hard drives and such). That is about 300 watt, which is very close to the 350 you have.

I'd recommend you getting the following list:
