Arma2 dlc does require base game. Operation arrowhead is a standalone expansion but is still needed in order to use private military or british armed forces. Steam is somewhat deceiving cause it does list british armed forces as a massive standalone expansion when it makes you enter your birthdate since it's a mature game, but once you're going to buy it they're both listed as "Requires the base game ARMA II: Operation Arrowhead on Steam in order to play."
