Not wholly accurate. It sounds to me as though the game is region restricted rather than region locked. Region locked games can only be activated within the region in question and those are what your support reply is referring too.

Region restricted games on the other hand can be activated anywhere but the region in question, typically Germany or Australia. These can be created as normal giveaways without a region and wil be valid for a reroll (especially as a gift, keys are always a questionable matter). With these it's ultimately down to the entrant/winner to know what's redeemable in their region.
