My giveaway for Middle-Earth GOTY just ended, and I checked the winner on SGTools. Multiple wins for Faeverse, and several games that don't seem to be or have dlc not activated. Should I treat this person as a winner (1 in 3,236 entries is pretty lucky), or should I treat the person as a cheater and request a new winner?

create a ticket and ask for a reroll. Explain the multiple wins.
Then let support decide

Note: SGTools is known to have issues with DLC, and can show false positives from time to time

I know about the issues with dlc and goty games, but Poker Night at the Inventory I'm pretty sure is just a game by itself. And also the issue of multiple wins of Faeverse.

Yes, ask for reroll under multiple wins/ not activate last game.
Breaking two mandatory giveaway rules more then enough for suspend.
Moreover if your winner not contribute much (a.k.a leecher)

Request a re-roll, ask support to verify the winner. They'll tell you if you can't re-roll.

Throw it to staff. If they want to suspend for rule-breaking, they will. If they don't, and you don't have any other reason to hesitate, send the game.

You aren't punishing anyone, you're doing your impartial duty to the site in reporting things. Whatever happens isn't 'picking on anyone', or 'denying luck', it's just a predictable outcome of their own actions, and your own respectful acknowledgement of site rules. Let staff sort it, if you don't have any personal considerations on the matter [ie, wanting to force a non-activation rather than give to a rule-breaker, or on the opposite end, not caring about the behavior obligations of participating in the site or believing that luck should be arbitrary and unshaped.]

Besides, they seem like the unappreciative sort. Think how much more satisfying it could be for all involved if you can get the game to someone that really appreciates their wins.

An additional note: If support chooses to suspend the user (because he hadn't served the suspension in the past) it is still up to you whether you want to re-roll the actual win. Once an user is suspended all wins can be rerolled at the creators' discretion.

You'll need to put in a non-reroll ticket, or request it in the reroll ticket, then, or else they'll reroll by default.

In my experience user reports are a waste of time unless they come in form of a reroll request but maybe I just had bad luck.

Now that I think about it, it's better the guy gets punished by getting his win away from him for breaking the rules and winning the games that he didn't actually want.
Maybe that's what the support want to happen as well so they wait for a reroll and ban the guy at the same time :D

This wasn't recent... I think the most recent case of non-activated wins was a large series of disney games on December 25th, 2015. Looking at his wins, he did win a Disney Mega-pack. I don't know what all games were included in it, but I'm suspecting he probably either traded the keys or used them to promote bots... or just simply kept them in "storage".

Maybe he isn't doing it anymore but if you give him his win, the game might end up in his "storage". I say request a reroll and give it to someone who doesn't store the games that could go to someone who actually enjoys playing them.

The "enjoys playing them" part kind of makes me feel guilty. If I win a game that calls for 7 or 8, I'll go ahead and put the game to my steam, but at the moment, I don't see a computer that can play such games coming anywhere in the near future.

In my defense, if it's something I do really want to play, I treat it as motivation for saving up for such a computer. Sadly I'm not good with money so...

Well activating won games and putting them in your backlog and planning on playing them once you had the time or the system requirements for them is very different from keeping the game keys so you can sell them or do anything other than playing them in future.
Don't feel guilty, we all have a huge backlog filled with games we really want to play but for whatever reason we can't yet.

Indeed. Also User reports often get filed when a heavy rulebreaker outs himself on the forums by making a thread (normally complaining)... Then tons of people report the same person for the same infractions and maybe 1 of those reports gets addressed while the rest appear to hang in Limbo forever although the issue has already been adressed.

With reroll requests there's always only 1 person reporting them, the GA creator.

Always request the reroll if there's something odd. If they've already been suspended, support will deny the reroll and tell you that it's been dealt with already. If they haven't already been suspended, you get the reroll and they get the suspension that they deserve.

No matter how old still request a re-roll. The worst that can happen is simply they where already suspend and the re-roll will be denied.

from 30min to a few hours, he may be rerolled because of his unactivated wins, also you can check if he has the base game already, because rerolling for that is possible too.

I've only been in the situation that I needed to ask for a re-roll once,
took them almost a week. I guess it depends if it's busy week ... my
re-roll was approved by the way.

Looks like it got re-rolled and person suspended for three weeks.

Do giveaways done with the sg rule checker or whatever it's called count as being open or invite only? After this incident I might start using that from now on?

SG Tools GAs only work with Invite Only GAs.

Here's how you set them up:

  1. You create the GA as usual (it has to be Invite Only)
  2. Then you go to SG Tools: Manage GAs enter the GA url in the field on top and click create.
  3. Next you can edit the GA filters. Although there are already sample values filled in all filters are inactive (greyed out) by default and only become active once you set a value. You can also create custom rules but I'm not familiar with those.
  4. When you have set all filters to your liking click Update. You will be redirected to Manage GAs. When you click on the GA to view Giveaway Details you get the url to share.
