and the best price was on day one of the pre-order period. there were cheap, region-free chinese copies for like 15-16 keys.

There are some shops in ru zone, where the game game sells for ~ $ 38-40, but it's not clear if these are steam keys, and are they region-free.

As far as I know, the only way to get a Steam copy is by buying it on Steam (key retailers only sell a non-Steam version).
