He means you need to use the button (support ticket) after 7 days, and THEN you will receive a new winner. :)

I assumed you meant requesting one for them not marking as received, if its another case then there is no time specification.

It's there in case the person doesn't respond within the 7 days or if there's a problem with the winner such as failure to activate prior wins.

It's depending on the cause of why you need a new winner. If the winner is suspended or broke the rules in the last month, you can request a new winner instantly.
It will just select another winner, the giveaway won't start again.
