What? That's not at all how it works.
If they give away $20 worth of bundled CV (over and above the first $25) and then they give away $10 of non-bundled CV, they will see their CV increase by $12 (10 + (20% of 10 OR remaining bundled CV, whichever is lower)).
You don't have to do non-bundled giveaways equal to 5x your bundled CV before you see the bundled CV.

Never did I say that you have to do non-bundle GAs BEFORE bundled ones to get bundled CV. but you have to make 5x as more non-bundled CV to get 100% of your bundled CV.
And yes - that is exactly how it works. After 25$ CV that does not calculate bundles at all, you always have to make 5x more non-bundled to get 100% of bundled CV. Doesn't matter if you create GAs before or after getting bundled CV.

No, that's generally not allowed unless they've gotten mod permission before-hand. It is also commonly used to get CV for bundled items, though other commentators have said the 'Complete' titles for the games in question are on the bundled list as well.
I'd submit a report to the mods and tell them what happened, but I don't know what would come of it in this case.

You can use multiple keys to give a package or complete pack to the winner. As long as they receive everything in the pack, it doesn't matter how it's delivered.
We try to make sure such packages are on the bundle list if all of their contents are bundled. If we missed something, please send a support ticket.

They bought the flash bundle including Operation Flashpoint: Red River and Operation Flashpoint: Dragon Rising, and then they create a "Complete" giveaway with the both games (they send 2 links to the winner).
Does this count as a bundle value or non bundle value ?
Same thing with Overlord and Overlord: Raising Hell.
