How can i know the winner doesn't own the full game?

The winner in my giveaway has the game in his steam games list. The first episode of the game is free on steam.(game is The Lion's Song)
How can i know that he doesn't own the full season and he has only the first chapter?

Add them, go to store page of DLC 2/3/4. Then on the store page it shows whether one of your steam friends (winner among them then) owns it already

I'm not sure if this needs confirmation, but exactly what Sanshine said - that's the way of checking ownership of DLCs. AFAIK there is no other way that does not require adding the user.
