I'm pretty sure that Steam just tells you what the game is if you use a key for a game you already own without actually activating that key.

Sometimes we give away games to whomever is in chat, if you've given away games to group members we'll put your name down for every $10 worth of games you've given. We've given away quite a lot of games in comparison to the amount of members we have really.
