Not sure if I understand the question correctly, but:
Regarding free games that are only free temporarily, you can give them away at any time when they are NOT free (for no CV).
As Mully said, it might take a while before some of them are added to the giveaway list.
For games that are permanently free forever, you can obviously never give them away.

So i've looked over the FAQ and maybe I missed it in my advanced age of 38 but what are the rules concerning making giveaways for games that were free for a brief period but now are not. Like Sanctum 2 is a freebie now (there is a giveaway for it now) but like Killer is Dead and Brutal Legend im assuming it wont be forever. Do you have to wait till its not free anymore or....
