Can't run ANY game, steam crashes and gives that error. Tried to repair the installation, but the installer fails at file Support.url LOL

is there a solution?

done it multiple times already. i have even checked if my pc is plugged in!

Go to your account settings and opt out of all beta participation then restart steam and wait for the update.
