I understand it for countries that are hard to do business with(ie north korea or syria), but they arbitrarily block multiple European Union countries as well, makes absolutely no sense to do this.

Nope, it's there. At the bottom of the "About This Game" section.
¹Account for PlayStation Network required on PC.

Oh wow, I assumed it would be in the yellow-ish info on the right like here https://store.steampowered.com/app/2215430/Ghost_of_Tsushima_DIRECTORS_CUT/ (or like Helldivers 2 and God of War Ragnarök)
So I didn't even bother to read the page. That's worst than I thought.
Are they trying to hide it after the Helldivers fail or what?

nothing about psn on its page
Yes, there is. If you scroll down, at the very bottom of the description under PC-FEATURES the first poin they are listing is PSN account required.
Edit: Almosn33t was faster while I was pondering wether to take a screenshot or not. Decided agaist, because it would have been in German anyways.

Sony keeps being a shitty company like any other big company, no surprise here.

Oof, that is a lot of excluded countries:
https://steamdb.info/sub/1155790/info/
And out of all of those, only Japan has its own sub:
https://steamdb.info/sub/1155789/info/
Same goes for the full standalone Remaster:

And yeah: that's probably due to PSN.

Yeah, the game is only 4 years old on PC, and I don't really see the upgrade with the remaster. Maybe there is better lighting or whatever, but I don't think it can justify a remaster. To me, it looks like they're trying to sell the same game twice.

I was just wondering that. A remaster of an already gorgeous game? And I have to pay money for it on top of the money I dished out for a game that was already a couple of years old on console when it was released on Steam?
And it's paid DRM on top of it?
Why don't they just add a subscription to it and they can remaster it every couple of years and we can pay the remaster monthly in advance...? (I probably shouldn't give them ideas)

I felt the same with my old laptop when Kingdoms of Amalur got an upgrade, when I wanted to buy the game - and the new version was just too shiny to play. At least in that case it was a valid upgrade, here I'm not sure. (The 10 hours of extra mocap(?) is the only tempting in the bunch)

Bad enough the PSN restriction prevents many of us from enjoying their latest PC ports, now I have to worry about the already available ones getting PSN restriction by the remastered excuse.
😡😡😡

10-12$ in keyshops atm, that price won't last ijs.

Which is just weird, because some of them are part of France as is pertains to being part of the EU. Those are Mayott, French Guiana, Martinique, Guadeloupe, and Réunion. The other oversea territoires of France aren't part of the EU, so for them it might makle sense to be excluded, but those 5 ?

I grabbed the original because it was on my wishlist anyways, watched a comparison video and yeah.... no, i'm not gonna upgrade, thanks.
Arguably worse looking, probably will run worse too, and i'm guessing will break the mods on top of that.

Glad I got it a while ago. The PSN requirement for single player games is the same as requiring UPlay or Origin; just another way to try and force customers into an ecosystem they don't care about. It's a disgusting practice, and I really wish Valve would put a stop to it.

I don't get it.
Sony is really trying hard to become irrelevant to a lot of people in other countries.
"You can't play our games if you don't live in (insert 1st world country)"
Potential customer: "Well, I guess I won't spend my money on Sony products then."
🙄

When decisions like these are made, I truly wonder who is the gifted individual who came up with this, who signed off of this and above all - who thought its a good idea to block out good portion of potential business. There truly is no logic or business sense in modern day gaming industry.

Since I have a PSN account, that aspect isn't a deal breaker for me. And $10 for an upgrade is something I'll probably do.
But if I was in one of the 176 nations Sony refuses to sell to, I'd definitely be sailing the seven seas. It's an easy decision under those circumstances.

for an upgrade
It really isn't that. They added in softer, warmer lighting, which is subjectively usually a plus. They lightened some shadows, which is generally viewed as a negative. And they massively downgraded character and clothing textures, though as part of that they did soften faces (but more in an anime-ish, detexturing way than in a realistic way) so that may subjectively appeal, despite seemingly being an objective quality drop.
And that's just compared to the base game, not even the substantial fan mods that already noticably improve game textures, lighting, etc (and add softness to faces, same as the Remastered does, but without degrading the texture depth/quality).
Even worse is the fact that Forbidden West DOES have noticably better textures than the original game or even its modded form does, so they could have easily just copied off that to improve the original game. So it's clearly not a remaster in the usual sense of the word- if anything, it's closer to a Spielberg Demaster.
Of course, you may personally prefer the Remaster over the original or the modded version, or even the objectively better Forbidden West- that's the nature of subjectivity. But it's very much not an upgrade, even at a personal level, in the same way adding food coloring to a mixed drink isn't an upgrade. You may like it better because of that, others may like it worse, but noone views it as an upgrade, simply as something different. I mean, would you pay extra for that food coloring (note: barring for seasonal purposes or similar), as would be required for it to be objectively viewed as an upgrade? If so, really, you need to manage your money better. :P
TL;DR version: Absolutely take a close look at multiple of the many comparisons out there, as well as existing game mods, before shelling out an extra $10, and make sure it's actually in line with the "upgrade" you think it is, because most people and sites seem to agree it's not one. :S

There is no Denuvo or any other extra DRM in HZD. So other than having to run the Steam client, there is no difference to HZD on GOG. If you don't want the Steam client, I am not sure what you're doing here. ^^
On Epic you can even make it run without the Epic client: https://www.pcgamingwiki.com/wiki/Horizon_Zero_Dawn#Availability

Several reasons.
For one, PC offers more functionality than consoles.
For two, PS5s often become bricks due to some terrible design choices, but you still have your PSN account.
For three, maybe you never bought a PS5 but own a PS4 you don't use any longer because gaming has surpassed its capabilities.
And so on.

I have a PSN account because I had a PS3 aeons ago.
That was the last Sony console we had.

So it seems Sony has delisted Horizon Zero Dawn.
And checking through steamdb, Horizon Zero Dawn Remastered is region locked. So it seems that if you are from the other countries not only can you not buy the old version you are also denied to purchase the upgrade.
I am guessing the remastered requires psn account. I can't check the store page due to being from one of those countries. So it shows site error.
