I won a game, but its region restricted. It was a group giveaway... I cant get it to my steam library cus of that. I dont wanna get banned on steamgifts too. What should i do in that situation. Choose "received" or not?

No, contact the giveaway maker. If he/she doesnt supply you with a non-region locked game, mark not received and move on.

It doesn't matter if the ga is public\private\group\whitelist, the gift must be ROW

Or at least it must be stated on the GA's description, that it's not ROW. It doesn't help in anything, but at that way, people, who read, and not just mindlessly enter GA-s, will know that they might not be able to play it.

Ye im registered 2 years ago but i could not use steamgistfs cus of my account value. I have won 7 games in like a year and 6 games on other website (GM)... So ye, propably i'm lucky :D

Contact the gifter through Steam and inform them about it. If they cannot provide a region free copy, return the gift to them and then have them contact support (or you could contact support) to proceed.
