Do that and try to verify file integrity via steam.

Also, the save location is probably in AppData, so that one would be the one you'd have to look at the permissions for.

Are you playing the games under the admin account on your windows?
Edit: Which folder and drive do you have the game installed in?

Atleast a dev that replies, but to end up saying dunno, maybe google it..
Don't think it has anything to do messing with file permissions, and maybe run as admin as mully said.
