Does anyone thinks that it is very unfair and stupid (for the customers' side) that you can't put any amount of money in the wallet? I want to buy the Operation Payback of CS:GO, which costs 0,74 Euros (or so), and I just can't buy it with paysafecards because it doesn't give this option... It's like a in-game store (like TF2), and I hate that... Sadly, I only have a PSC with 1.60 Euros left, and I can't use it to buy the operation payback thing... And even if 5 Euros are few and I can go and buy one, I just don't think it's right to have such a restriction... It's not like a bank account where you get extra money each year depending on how much money you have in the wallet... SO it's unfair for me...

Exactly, and it is a great way to acquire some offers that you wouldn't expect and haven't put in money for. I got all three Deus Ex Human Revolution DLC on the same day (Tactical, Explosive Mission, and TML) by selling cards.

I bought Far Cry 1 and AC: Revelations Gold for 5 Euros, and in my 10 Euro PSC were left 5 more Euros, so I combined it with another 10 Euros PSC to buy Magicka, a couple of DLCs and CS:GO, so I only have 1.6 Euros. The DLCs did the work...

I don't know how paysafe cards work, but the trick i always use is buying a key from steamtrades (tf2 or dota2) and sell it on the market, you'll be left with a couple of cents in your account after the purchase but it beats having to add 5 bucks imo.

I kind of see your point but even if they were to pay you interest it's not like it's going to be any amount that would matter. I don't know anything about the processing fees for paysafe cards but if it's higher than credit cards or Paypal there's a very good reason they won't let you use them. Steam doesn't want to lose money and it might not be worth their while to allow amounts below a certain threshold due to the various processing fees.

There's a way of recharging steam wallet with an exact amount of money. Modify the:
javascript:submitAddFunds( CENTS );
You have to do that on a browser. Modifying the Add funds button.
I.e: javascript:submitAddFunds( 74 );

I would be very surprised if that worked and there was no further server-side validation to ensure people don't randomly execute Javascript as they see fit.

Any half-good web application has their business rules enforced on each layer of the application in case one of the layers is circumvented i.e UI layer is circumvented by a user executing JavaScript directly wihtout interacting with the UI.

Usually the UI applies the restrictions and possible validations before you click the button.
Then the front-end code after the button click would again check that the passed data is meeting the rules before passing the request on to the domain, in case someone executed an action not using the given UI controls.

Then when the request is passed to the domain the operations or managers processing the service request will validate against business rules again in case someone made a request directly against the domain or even a public exposed service similar to paypal's service.

They usually then return either a validation error or simply do nothing letting you sit there wondering why it doesn't work.

Valve does a really great job when it comes to make money. This is simply one of their "tricks".

Easy, don't use the wallet.
when it asks for the type of payment just select the card and take only the ammount that it needs from 1p to 1000£ (dont know if there's a minimum, but the lowest I used was 0,44€)
