Hearthstone or TES: Legends?
I've played hearthstone awhile ago , but quit due to the stale meta and the increase cost to remain competitive in the game.
Haven't played TES:Legends, but I've heard that it is more rewarding than hearthstone is in terms of giving you more based on your playtime.

every time I played Hearthstone, the only competitive thing that I did was to reach level 20 to get the card back. After that I did not care. You can build a powerful deck with the starting cards and slam through several ranks in multiplayer if that is your thing. Unless you get money out of competitive, it's a game breaker. You will start to hate the game, like in your case.

Never played TES: Legends, but hearthstone is really good, but it's really hard to start with, you won't have a very good deck at the beggining and you will face people with tons of legendaries because matchmaking is always unfair for the new folks, also the game is really expensive and nowadays to make a top tier deck you need tons of dust

I would suggest Shadowverse. It has fun mechanics, lots of cards with effects, the card evolve system really sets it apart from most games in the genre. It has 7 classes each with their own gimmicks and strategies and each class has good variety when it comes to deck building. It also feels very rewarding due to things you get at the end of each ranked season (awesome card backs, boosters and what not depending how many points you got during the season). Overall a fantastic game, but I eventually stopped playing it because once it got popular they started adding so many expansions with new cards that I just couldn't keep up with all of it due to work.
Hearthstone I didn't enjoy nearly as much and I wouldn't recommend it unless you intend to spend a lot of money.
TES:Legends was better than Hearthstone in my opinion, required more thinking too. But I was too annoyed with its rune system (each player has 5 runes that break after every 5 points of damage you take giving the player who lost his rune a free card draw and if the card he drew had prophecy tag on it he could play it for free). It happened a bit too often that when I took over the control of the board and attacked the enemy hard that he would draw very useful cards after his runes breaking with which he would turn the game around and defeat me, which would really piss me off.

Damn, you read my mind.
Btw, I've reached high ranks in both, but still didn't take legend anywhere.

By the way, I just took a decision to drop The Elder Scrolls, at least for a while. Hearthstone is kind of ridiculous RNG, but I decided it is more fun!
Edit: I realized I was coming back to TES for the daily rewards more than for the fun of the game... while I can often keep playing Hearthstone past rewards, just for fun.
Cheers!

I've never played Hearthstone (I honestly doubt I ever will), but I have logged over 400 hours in The Elder Scrolls: Legends. I love the game!!!:)

I quit Hearthstone after 2 years of playing, meta was always aggro by design and there was too much rng. I'm playing Legends atm and it's much more rewarding and fun, even when I lose.

I have several card games installed but I only play Hearthstone and Elder Scrolls Legends. It's really hard to choose between the two cause I have sooo much time invested in both.. Not sure how much time I've invested in HS but I have 241 hours showing on Steam for TESL.. and I played many hours before it came to steam. A lot of time I just do daily quests and a few games after that normally on both. I think I may favor TESL over HS just cause it reminds me more of MTG and I really love some of the mechanics on TESL, like runes/Prophecies as it's sort of like an instant in MTG. In my opinion I think TESL is more skill based and you need to think more.
Since HS has changed from 2 expansions and adventures to 3 expansions it's gotten way more expensive if you go the cash route and if you go f2p it's extremely hard to keep up now. HS isn't going anywhere for many years to come. TESL is much more generous as far as packs and currency and there's definitely less of a need to spend real cash vs HS but it definitely has a questionable future.
If you are looking for a straight up big competitive scene you easily go with HS, TESL just doesn't have that. Due to that TESL viewership is fading on Twitch and a lot of known people who left HS and were just playing TESL are heading over to GWENT because of the competitive scene. They do have a league but it's not on the grand scale HS has. If you are looking just to climb ranks you can do it going F2P on both.
The devs who make TESL also make Eternal which is very similar to MTG. I really think that's a strong option over both especially if you like MTG, although it probably won't have a major competitive scene and might live in TESL's shadow... especially with the new Magic The Gathering Arenas coming out soon. This is going to pull players from HS, TESL and Eternal, more so from HS and Eternal though than TESL.
But wait, there's more lol.. the big DOTA 2 game called Artifact is on the horizon, which is going to be huge. Not only that but Fantasy Flight, the guys who make the extremely popular physical card game Lord Of The Rings are bringing in a digital version of it.

Not Heartstone anyway.
Shadow Era or Ascention.
Or wait normal MTG.

Since you stated the question as choose one I would go for anything but HS so TES then. Unless you want to spend hunders of $/€ in HS, it does not make sense to start playing it as a new player now.
But tbh, I would say neither - if you liked MTG and you are tempted by HS, try Eternal - it has quite generous F2P model and it is the MTG online experience most people wanted to get but never got.

With all its flaws, HS is still the best card game out there. TES Legends are slow and dull (not as slow and dull as Gwent though), and all those bleak colors and crappy artwork don't really help.
HS is somewhat of a rollercoaster now; some expansions are good and free player friendly, some aren't. During the previous update I've been constantly near the legend rank, after the latest one I barely hit rank 15. I suppose it should be easier again when three sets rotate out of standard in a couple months time.
