As this system is quite new, we can't give you complete detail yet. But when you create giveaway, and send it to the winner etc, it add value to your account (you cansee it near gift sent into your profile) It's based on the value on steam of the game you give. Wich mean for the same amount you can either gift a great game or several little game (from bundle per exemple) .
And there is some "step" that make you level up, but this, is not perfectly determined yet... i gave for 72 $ of games and i was level 1.85 when steamgift V2 opened for exemple, and it goes from 1.85 to 1.88 (so only 0.03) up with giving a game after steamgift goes V2 wich were supposed to value 5 $ on steam.
I hope i gave you a few information that helped you.
I'm not good on math, but i personnaly think ill do my giveaway on other site from now due to the few changes i don't like about the level system, not worth giving so many games for just so few level up, previously we had a way better range of selection to choose who will be able to participate or not into giveaway...

Okay thanks. I saw a member who was over level 1 and they hadn't given any games, but they had won 10 games and had been a member for a year.
