Back in my childhood I had a blue budgie like that. It would sit on my shoulder as I went to shop groceries and didn't fly away, kinda felt like a pirate :D people were surprised because he didn't try to escape when people moved past me or walked towards me to ask me out about the bird :)
and yes, it could fly and it went nuts at home or even taking off from the balcony but it would always find its way back :P
