yea, were working on getting new plugins and a website up and running.
How would I go about doing these giveaways? I have like 15 spare game keys, but I dont really feel like paying $30 to use gleamio.

When you create a giveaway here on Steamgifts, you can restrict access to members of a specific group.
For instance, this GA https://www.steamgifts.com/giveaway/OskDk/cuphead can only be accessed by members of this group https://steamcommunity.com/groups/JestersmilesGaming
Note that people who don't belong to the group won't see your group-restricted GA in the list of GAs, so if your group has really few people you'd better advertise the GA to get more entries (for instance you could put it in your OP here).
Cf for instance what they did there: https://www.steamgifts.com/discussion/CAsgn/girlz-gang-a-gaming-friendly-group-hosting-tomb-raider-2013-giveaways-and-more

I think the most obvious answer is to advertise it..?
... to spread the word that me and a few others would be starting a group of cs servers ...
I'm not sure what do you mean by "starting a group of cs servers" (maybe because I don't play cs duh)
but if it is stuff like "let's play together" group, then.. it might be better to put some nice little description about what is the group goal (why do the group exist) or maybe stuff like "what makes us different" kinda thing
or maybe puts up rules and stuff (since you are creating a non-public group)
not really sure what to do, but if I were you I'd make a post in the group recruitment section and ask people to join and maybe tell them why they should (or should not) join
p.s. sorry for my lul English

1 year at the site and 1 entry ... that's unexpected and a bit funny :)
The others say it .. a bit better decription what you group stands for, make advertising in GA descriptions (not forget a link to your steamgroup) and limit it only to you steamgroup.
So you would be for sure get a "lot" new members.
I personaly think that quality is better then quantity but can't see exactly what you want with the members so hard to be sure what fits for you better.

It seems impossible to get people to join other than those who are your friends. I mean like, I can't even invite people who aren't my friends, so how can i get them to join?
Depending on what you want to achieve, and how willing you are to complicate things for users, you can use the following "tools":
Here's an example that combines all three, sorry for the plug.

Recently made a steam group to spread the word that me and a few others would be starting a group of cs servers, but it seems impossible to get people to join other than those who are your friends. I mean like, I can't even invite people who aren't my friends, so how can i get them to join?
This is the group : http://steamcommunity.com/groups/conformity/
And I seriously need advice on how to grow it before we launch our servers.
