When I try to launch Steam, I got:

Fatal Error: VGUI_setup failed.

Last thing I did was set steam to offline mode. To make matter worse, my internet connection has reached bandwith limit. I made this thread from a friend's house.

Okay, problem was solved. Simply by reinstalling steam. But it takes hours for steam to update because the internet sucks.

try re installing it...this will suck if you have lots of games to install, but re installing fixes 99/100 of my steam problems!

I had the same problem today. It was caused by Avast antivirus. It thought that a file from Steam directory was a malware.

I reinstalled steam few days ago because Avast's false positive deleting my steam client file. Forgot to backup my games. Thank god I still got Binding of Isaac savegame.

yes i have also 2 days or so Avast vs Steam problems!! :S:S Avast is finding some malware gen.s. but if i delete the file with avast and reinstall steam 1 or 2 times, then its ok again, for a while at least :)
edit : actually yes, i did use the repair function, i did not a full uninstall and then reinsntall.

If you're interested in a different antivirus, I'd recommend going with Avira. Only issue I've had with it is the slide up ad which can come up frequently -- but can be disabled.

1). Open the control panel through Start > Control Panel.
2). Go to Administrative Tools > Local Security Policy.
3). Click on Software Restriction Policy > Action > Create new restriction policy.
4). Right-click, and go to additional rules > new path rule.
5). Click Browse and navigate to C:\Program Files\Avira\AntiVir Desktop\ and double-click avnotify.exe.
6). Set the security level to Disallowed.
7). Repeat steps 5 and 6 for avnotify.dll.
8). Click apply and then OK.

I had a similar problem today too. After reinstalling steam 3 times I realized that my antivirus updated this morning and took steam as a false positive.
