It's a shame you can't add DLC without owning the base game on Steam, and i really don't understand why Valve even implemented such a stupid and pointless restriction. You can get dlc on it's own on the PS and Xbox store, so why not Steam?

Because the point here is to entice you to buy the game while the DLC is free.

It's gone on sale previously for $1 so I wouldn't worry about it if you don't have the game yet but plan to eventually. I'm betting on the game showing up in a bundle eventually, possibly very soon given how sharply the sale price has fallen lately in addition to this DLC giveaway.
