I belive the DLC actually cost enough to bind World of Warships to your account. Was still in library after removing free license.
But because the DLC is "Free Promotional Package" it seems trading cards is also disabled for main game.

Edit: looks like you need 9 euro for it to drop cards. So its most likely bound becauseI also have "World of Warships — Exclusive Starter Pack".
