I found that joke offensive.
I sent a request because I was suspended by Hichigo for posting a screenshot which contained an uncensored phishing link. Suspended for the link and for partial call-out. I immediately sent a request with a censored version of the picture, since I couldn't access the forums myself. 20 minutes after that, Hichigo decided to double the length of the suspension because I "was clearly realising danger". All the time, until the suspension was gone (today) noone even bothered to check the URGENT!!! support request. All the time, the link was there, available for everyone on the Internet who would like to see it.

Because the majority of bundles prevent this in their ToU (Terms of Use), and also, most people who giveaway Steam keys that come out of bundles only do it to get a larger contributor value.
In most bundles, you get a DRM-free download as well as a Steam key. Giving away the Steam key means you still have the DRM-free download, essentially cheating the developers out of a game.

It's abusing a system that is based on honesty and (sometimes) good will. And of course a great deal of generosity from the people who are making them possible.
Those keys should be for personal use and therefore giving them away can be considered close to piracy.
Concerning the contributor status it is not normal to be able to make a giveaway for Ironclads Collection, initially 50p, when the person paid ~5$ for that key and a few more.
It also spams the giveaway page and makes it harder to find anything else. Not to mention that it "inflates" the points gained.
Lastly it is false generosity used just to get ahead with the contributor status.

The game is a key? Then there's no option for you except for you to ask support to reroll the giveaway - unless the key produces a giftable copy (game goes to your inventory rather than directly to your library).
If it does, then you can activate the key, and send the resulting gift from your inventory to the winner. (This works since Steam allows you to gift Steam-inventory copies through regional limits).

Yes, private giveaways inflate contribution as well, but they require at least 2 entries in order to count towards contributor status.

I do, at least. Not sure about the others. The only issue is that we have no "abuse of support" category that temp-bans them from there, so we can still get more stupid tickets from them until they've reached the point of getting a full support ban from cg.
My first day on the job had 147 open tickets from one fucking guy asking for an unban. He would have been unbanned in a day or two I think if he hadn't spammed us.

They can be banned in different ways. We rarely ever see them. Note how the threads are mostly clean of them? They only show up in support. By diverting them from there, they'll be forced out into the open for people to see. And THEN they get banned.

I'm not positive on the answer, but I believe mods can ban people. I've only seen people suspended, but it's likely that they can ban, or if necessary, suspend for a very, very long time.

Suspension is the new ban. It's all timed, so we don't have to deal with "can I be unbanned now?" tickets (as many of them anyway). We can do permanent suspensions though.

Easier for someone to make a forum topic for asking a question...though in the past I have seen multiple people giving advice that was wrong. Like indie bundle keys were okay to submit and you can trade the games you win, even though you weren't allowed to do either.
