you can use https://steamdb.info to see if your price is the highest for certain game.
if not, you can remove those countries from the giveaway.

Hello!
I'd like to create giveaways and purchase the games from the Steam store once the GAs are over. How would this work in terms of cross-region gifting? Should I restrict the GAs to Euro-countries (since that's my currency) to avoid any price differences? It would be awkward if I couldn't gift the games to people in other regions.
